Colleen A. Deer

Colleen Deer joined the firm in 1988 as an actuarial analyst and has spent the last 29 years working almost exclusively with Pennsylvania governmental retirement plans, from day to day administrative questions, to complex consulting and actuarial projects. She progressed in the firm to her current position as President.
She continues to serve in her role as consultant, responsible for communicating the results of actuarial valuations and studies to clients, resolution of problems related to pension plans and consulting on plan design and compliance issues for over 200 public pension and OPEB plans. She supervises and provides technical training to the actuarial staff. She also coordinates the marketing and advertising activities for the firm as well as maintaining relationships with business associates and strategic partners.
Colleen frequently makes presentations on pension and OPEB topics and is called on to testify as an expert witness at interest and grievance arbitration hearings and legislative hearings. She has participated in several projects on a consulting basis with various state associations and organizations to analyze pension legislation or develop pension reform proposals.
